Louisiana's primary Driver’s License mainframe, which has been in service for 51 years, is now significantly outdated and facing increasing issues. The system is experiencing overloading, causing it to operate erratically throughout the day. Even when it is functioning, customers are often facing long delays and latency in the system.

Unfortunately, this problem affects all OMV field offices and Public Tag agents across the state of Louisiana, as they are all connected to the same aging mainframe. When the system is overloaded, it causes delays that ripple across every location, including Baton Rouge, New Orleans, Shreveport, Lake Charles, and other areas throughout the state. This has been contributing to extended wait times for everyone.

We understand the frustration and inconvenience this causes and want to assure you that we are fully aware of the situation. The OMV is actively working on a modernization project to upgrade and relieve the strain on the current mainframe, but until then, the system will remain in a less-than-ideal state.

If you plan to visit any OMV office or interact with a Public Tag agent, please be prepared for potential delays. We strongly encourage you to plan accordingly and allow extra time for your visit. We also want to remind you that every location across Louisiana is experiencing similar challenges, and we truly appreciate your patience as we work through these difficulties.

Notice: Every time a minor comes to use our DMV services, the parent must present the Birth Certificate.Reason: Under state law, only the biological or domiciliary parent may sign OMV paperwork. The Birth Certificate is the only document that verifies the identity of the minor's parent.Reference RS 32:407

A Road Skills driving test must be taken to upgrade to a Driver's License from a TIP/Learner Permit. To be eligible to take the Road Skills Exam, you must have completed a Driver's Education course and be a minimum of 16 years of age & have held the Learner's Permit for a minimum of 180 days, or be 17 years of age.
